SINGLE POINT REGISTRATION SCHEME(SPRS)
The Government is the single largest buyer of a variety of goods. In order to increase the share of purchase from the small sector, Government Stores Purchase Programme was launched in 1955-56.
National Small Industry Corporation(NSIC) registers Micro & Small Enterprises(MSMEs) under the Single Registration Scheme for participation in the Government purchases.
Classification of an enterprise as a micro, small, or medium enterprise is can be done based on the following criteria:

As notified by the Government, the units who get registration under the Single Point Registration Scheme of NSIC are eligible to get the benefits under the Public Procurement Policy for Micro & Small Enterprise.

REGISTRATION FEE:
The registration fee is based on the Net Sales Turnover as per the latest audited Balance Sheet of the Micro & Small Enterprise for the Registration, Renewal, and any other amendment, etc. For a detailed fee structure please see the Document section. Validity period of Single Point Registration Scheme:
The Registration Certificate granted to the Micro & Small Enterprise under Single Point Registration Scheme (Revised), 2003 is valid for Two Years and will be reviewed and renewed after every two years by verifying continuous Commercial and Technical Competence of the registered Micro & Small Enterprise in manufacturing / producing the stores for which it has been registered by NSIC.
The Provisional Registration Certificate can be issued to those Micro & Small Enterprises under Single Point Registration scheme with a monitory limit of Rs. 5. Lakhs which shall be valid for the period of one year who have already commenced their commercial production but not completed one year of existence.
Documents required for Registration:
1. Declaration of having made an entry in MSME Data Bank
2. Self-attested copy of PAN, Udhyam Registration Number, Udyog Adhaar Memorandum (UAM) No. {Entrepreneur’s Memorandum (EM) Part-II (optional)}
3. Proof of ownership of Plant & Machinery/Equipment & Tools and Raw Material showing the date/year of purchase & Original Purchase value (NOT DEPRECIATED) of individual machinery
4. Performance Statement as per Performa Annexure-F of the application.
5. Self-attested copy of ownership documents of the premises or copy of lease deed.
6. Certificate from the Proprietor/Partner/Directors whether or not they have any link with large scale Unit(s).
The below documents/statements duly signed by the authorized person may be furnished along with application:-
1. List of technical personnel employed in production and services.
2. Write-up on quality control measurement adopted by the firm for ensuring the quality of raw material brought out items for assembly and sub-assembly and in process and finished product quality control.
3. List of quality control equipment and testing facilities available in the factory.
4. Copy of type test report from Independent lab, where applicable as mentioned in the relevant standard.
5. Latest Electricity Bill Copy.
6. Audited Balance Sheet, Trading Account and Profit & Loss Account for the last 3 years duly signed by the authorized person under his seal.
7. Statement showing the Results of Operation for the last 3 years duly signed by an authorized person under his seal.
8. Bankers’ Report giving details of financial status
