Solid waste encompasses solid or semi-solid waste generated from various sources such as domestic, sanitary, institutional, commercial, horticultural, agricultural, bio-medical waste and others generated in the jurisdiction of the local authorities and entities specified in Rule 2. Solid Waste Management involves activities related to the regulation of solid waste generation, collection, storage, transportation, processing, and disposal, with the objective of ensuring public health, engineering, economics, conservation, and environmental considerations. Any individual or entity involved in processing, treatment, recycling, and disposal of solid waste is required to obtain Solid Waste Management Authorization from the relevant department under the Solid Waste Management Rules.

If you’re involved in waste management activities, including solid waste management, it’s essential to obtain authorization from the pollution control board.
Step 1: To apply for Solid Waste Management Authorization, you must submit an application in Form I and obtain prior approval from the state pollution control board or pollution control committee.
Step 2: The Pollution Control Board will review the proposal and conduct inquiries as necessary before issuing the authorization in Form II to the local body or operator of the facility, or any other authorized agency, within 60 days.
Step 3: The authorization will lay down compliance criteria and environmental standards mentioned under Schedule I and II, along with any other conditions required.
Step 4: The State Pollution Control Board or pollution control committee is responsible for monitoring compliance with environmental standards and adherence to conditions outlined under Schedule I and II for waste processing and disposal sites.
It’s crucial to follow the appropriate procedure to obtain Solid Waste Management Authorization and ensure that you adhere to the relevant environmental standards and conditions to prevent pollution and promote public health.

Every local body in charge of collecting, sorting, storing, moving, processing, and disposing of municipal solid waste must abide by the Municipal Solid Wastes (Management & Handling) Regulations, 2000 (MSW Rules).
Every Gram Panchayat is required by the Swachh Bharat Mission (SBM-Gramin) to establish an effective waste management system. The majority of State governments also encourage Physicians to develop a SWM plan and begin managing solid waste in a way that is acceptable from a scientific standpoint.
