The facility is responsible for the disposal of hazardous materials, such as batteries, oil, and other toxic substances present in the ELVs, without causing harm to the environment and people’s health. AVSFs are required to follow strict guidelines and procedures for the safe and responsible disposal of these materials.
The Government of India has launched the Voluntary Vehicle-Fleet Modernization Program (VVMP) to incentivize and promote the scrapping of old and polluting vehicles to reduce pollution levels and improve the environment. The VVMP framework establishes a regulatory framework for the registration and regulation of AVSFs to ensure that the scrapping process is carried out safely and responsibly. The AVSFs will play a critical role in promoting sustainable development by helping to reduce pollution levels and improving the environment.

Step 1: Obtain necessary licenses: The first step is to obtain all the necessary licenses and permits required for setting up a scrapping facility. This may include pollution control board clearance, land use clearance, and other related licenses.
Step 2: Obtain clearance from government authorities: Once the licenses are obtained, it is necessary to obtain clearance from government authorities such as the Ministry of Road Transport and Highways (MoRTH) and the Central Pollution Control Board (CPCB).
Step 3: Meet infrastructure requirements: AVSFs must meet certain infrastructure requirements such as having adequate land, buildings, equipment, and machinery for the safe and efficient scrapping of vehicles.
Step 4: Install safety measures: AVSFs must install safety measures such as fire safety systems, proper ventilation, and safety equipment to ensure the safety of workers and the environment.
Step 5: Train employees: AVSFs must train their employees in the proper handling of hazardous materials and the safe operation of equipment.
Step 6: Apply for AVSF authorization: Once all the above requirements are met, an application for AVSF authorization can be submitted to the concerned authority.
Step 7: Inspection and approval: The AVSF will be inspected by the concerned authority, and if it meets all the necessary requirements, it will be granted authorization to operate as an AVSF.

The AVSF should be owned and run by a legal entity, such as a person, business, organisation, society, or trust that has been legally established. The organisation must have a valid PAN, valid GST registration, and valid certificate of incorporation. The organisation ought to have applied for or already hold an establishment licence from the regulator.
The primary goal of the Voluntary Vehicle-Fleet Modernization Program (V-VMP), often known as the “Vehicle Scrapping Policy,” is to develop an eco-system for the environmentally beneficial phase-out of unfit and polluting cars.
According to the Union Minister for Road Transport and Highways, the car scrappage policy would help about 51 lakh light motor vehicles (LMVs) that are now over 20 years old and 34 lakh more LMVs that are over 15 years old.
Together with the application for scrap and de-registration, the car owner must also provide an affidavit. The car will not be subject to any loans, insurance claims, or any legal proceedings, according to the declaration. The document will also attest that the car hasn’t been used in any thefts.
