How It Actually Works

A C&D plant project breaks into six clean phases. Each phase unlocks the next, so sequencing and dependency mapping matter as much as the technical work.

Step 1: Site Suitability and Project Brief

We start with a site review covering ULB catchment, land tenure, non-agricultural conversion status, access for tipper trucks, power and water availability, and downstream offtake mapping.

This is also where you fix capacity sizing — 300, 500, or 1,000 tpd — based on catchment generation and the lead time to a signed ULB contract.

Step 2: Plant Design and Setup

Facility design covers the receiving yard with weighbridge, primary and secondary crushers, vibrating screens, magnetic separation for ferrous metal, air classification for light contaminants, washing line where the output targets premium applications, dust suppression, leachate management, and graded output bins.

Step 3: Multi-Statute Authorisations

C&D Rules registration with the SPCB, Consent to Establish (CTE) and Consent to Operate (CTO) under the Water Act and Air Act, Factory Licence under the Factories Act 1948, Fire NOC, electrical sanction, ground water clearance where applicable, and hazardous waste authorisation if you process mixed loads.

These are coordinated, not sequential — overlapping submissions cut the authorisation window from 6 months to 90-120 days.

Step 4: ULB Tie-Up and Tipping Fee Contract

ULB negotiation, tipping fee structure (generator-pays or ULB-pays), collection logistics, designated drop-off points, tipper tracking, tonnage reconciliation, and the payment workflow.

A signed ULB contract is the single most important commercial document in your project — banks lend against it, equipment vendors discount against it, and downstream buyers take you seriously because of it.

Step 5: BIS Certification of Output

Sample preparation, testing at a BIS-recognised lab against IS 383, IS 4926, and IS 17451, application-specific approvals for non-structural concrete, sub-base, paver, and kerb, and ISI product marking where the application requires it.

BIS certification turns your output from low-grade fill (₹150-200 per tonne) into specified aggregate (₹400-500 per tonne). It is the highest-leverage step in the entire project.

Step 6: Commissioning and Market Development

Trial runs, capacity ramp-up, PWD specification inclusion, private builder onboarding, pre-cast manufacturer tie-ups, government tender empanelment, and the quarterly compliance returns calendar.

Annual Compliance — What Keeps the Plant Running

Once the plant is commissioned, the compliance calendar repeats every year. Missing any of these items risks CTO renewal and downstream contract validity.

• Quarterly SPCB returns: Intake tonnage, processing, output by grade, residue disposal — submitted on the SPCB portal.
• Annual hazardous waste return: If you process mixed loads with hazardous components, due 30 June each year.
• CTO renewal: Every 5 years for green-category C&D plants; shorter cycles for orange-category facilities.

Where It Goes Wrong

Six issues kill more C&D projects than any technical challenge. Avoiding them is half the work — and most are commercial, not engineering, mistakes.

• Site without confirmed ULB catchment: Plant runs at 30% capacity because the waste does not arrive. ULB letter of intent before land lock-in.
• Designing for generic output: Sub-base, paver, RCA concrete, and landscape fill each need different processing — design backwards from your target customer.
• Treating SPCB as paperwork: Authorisation conditions become design drivers. Treating CTE as a clearance exercise leads to expensive retrofits.
• Skipping the BIS quality protocol: Without certification, output sells at fill prices instead of aggregate prices — that is the difference between profit and loss.
• Underestimating downstream relationships: PWD specification inclusion takes 12-18 months and starts with pilot project participation, not cold-calling tenders.
• Ignoring dust and leachate: Neighbour complaints trigger CTO problems faster than any regulatory inspection.
• Over-automating for the labour base: Automation beyond what local operators can run causes downtime; downtime at 500 tpd kills margins quickly.

A C&D plant lives or dies on three contracts — the ULB tipping contract on intake, the BIS certification on quality, and the PWD or builder offtake on output. Sign all three before commissioning, not after.
