An Indian export ships in seconds at the port, but the paperwork follows for nine months. The shipping bill files first, then EGM, bill of lading, eBRC, GST refund, RoDTEP scrip, EDPMS closure. Miss any one and a working-capital cycle stalls โ refund stuck, scrip not credited, AD bank flagging the entry. The cost of a clean export desk is small. The export compliance stack has tightened sharply since 2024. ICEGATE, GSTN and AD banks now talk to each other through APIs, which means errors that used to be invisible now block refunds and scrips on day one. Here is what changed.
Export compliance is not one filing โ it is a forty-day chain of dependencies from order confirmation to closed shipping bill. Here is how we run each link so nothing breaks.
Before the first shipment we audit your IEC, RCMC, GST LUT, AD-bank authorisation code, ICEGATE registration and Class-3 DSC. Most exporters have at least one expired or mismatched record โ IEC name not matching GST, RCMC for the wrong product line, LUT not renewed for the year. We close every gap in writing.
We then map your product to the right HS code, RoDTEP rate, drawback rate and any applicable FTA. The output is a single profile sheet your CHA, freight forwarder and bank can rely on for the next twelve months.
For each shipment we build the document pack the day the order is confirmed. Proforma invoice, commercial invoice with e-invoice IRN, packing list, shipping instructions, INCOTERM clarity (EXW, FOB, CIF, DAP โ each has different cost and risk consequences), and a scheme-flag note for the CHA telling them exactly which boxes to tick on ICEGATE.
If a Certificate of Origin is needed we draft it with the value-addition working attached. This is where most exporters lose money silently โ by letting the CHA decide what to flag.
The shipping bill is filed against the document pack with the right scheme flags โ RoDTEP, RoSCTL, Duty Drawback, Advance Authorisation, EPCG. The e-Sanchit upload is completed with each supporting document tagged correctly. Let Export Order is obtained and the cargo moves.
We track the BL or AWB through the carrier and confirm EGM filing with the gateway port. Without EGM the shipping bill cannot close and the refund cannot trigger.
Once the goods sail or the service is delivered, documents are presented to the AD bank under the agreed terms โ LC, DA, DP or advance receipt. We coordinate with the bank desk so the FIRC or e-FIRA is generated against the right shipping bill or service invoice. For service exports we ensure the SOFTEX or equivalent declaration is filed within the prescribed window.
After realisation, the AD bank uploads the eBRC to DGFT. We chase the bank if it delays โ they often do. GST refund is filed under Rule 96 (with IGST payment) or Rule 89 (LUT route) based on what was chosen at LUT stage; refund computation is drafted to clear automated validation on first pass.
RoDTEP and RoSCTL scrips appear in the ICEGATE ledger once the shipping bill is realised and eBRC is in place; we monitor and notify when they are available for transfer or use.
Every shipping bill must close in EDPMS once full realisation is recorded. We reconcile monthly so nothing slips past the 9-month FEMA window. At year-end we prepare a schedule of exports for the statutory and GST auditors with refund, scrip and write-off positions reconciled. FETERS reporting through the AD bank is also confirmed.

Total recoveries โ RoSCTL plus GST refund โ work out to โน16,30,000 on the single shipment, roughly 8% of FOB. Without active capture, most of that sits in portals or is forfeited entirely.
Closing a shipping bill is not the end. A clean export desk runs through the year on a rhythm.
RoDTEP and RoSCTL must be flagged on the shipping bill itself. Once Let Export Order is issued, the scheme box cannot be re-ticked โ the incentive is gone for that consignment, period.
