RCMC Registration & Renewals

An RCMC (Registration-cum-Membership Certificate) is the single most over-looked compliance in Indian export trade. It is mandatory before claiming any benefit under the Foreign Trade Policy 2023 — RoDTEP scrip generation, Advance Authorization, EPCG, DFIA, RoSCTL, MAI, MEIS / SEIS legacy claims, deemed exports, IFSC benefits, and many SEZ / EOU procedural gates. By 2026, the RCMC ecosystem has been digitised through DGFT's Common Digital Platform (CDP) and unified across FIEO and 38+ Export Promotion Councils (EPCs) and Commodity Boards. The application is now centrally filed and routed to the relevant council, with a 5-year validity (RCMC issued from 1 April 2023 onwards is valid for 5 financial years).

The wrong council, an incorrect HS-code mapping, a missing IEC linkage, an outdated DSC, an unpaid council subscription — each of these blocks the RCMC, and through it, every downstream export benefit. We register, renew, and align RCMC with HS-code shifts, business expansion, and council coverage so the exporter never misses a benefit because of a paperwork lapse.

Which Council to Apply To

• FIEO (Federation of Indian Export Organisations):: Default for multi-product / cross-sector exporters; most commonly chosen.

• Sector Councils:: EEPC (Engineering); CHEMEXCIL (Chemicals); PHARMEXCIL (Pharma); APEDA (Agro); MPEDA (Marine); TEXPROCIL / SRTEPC / AEPC (Textiles & Apparel); CLE (Leather); GJEPC (Gems & Jewellery); HEPC (Handicrafts); SHEFEXIL (Shellac & Forest); ITPO; PEC; STC; MMTC; and many more.

• Commodity Boards:: Coffee Board, Rubber Board, Tobacco Board, Spices Board, Coconut Development Board, Tea Board.

• Cross-Application:: A single exporter can hold multiple RCMCs across councils; benefits from each are independently claimable; FIEO is the umbrella choice for diversified portfolios.

What's Inside the RCMC Workflow

• Council Selection:: Based on HS chapter coverage, expected scheme usage, networking benefit, subscription cost — chosen on a written rationale, not 'whoever someone we know recommends'.

• Application via DGFT CDP:: Online ANF-2C filing, IEC linkage, GST and PAN validation, manufacturer / merchant exporter declaration, product list and HS codes, council subscription deposit.

• Renewal Tracking:: 5-year validity; renewal before expiry to avoid lapse of incentive eligibility; council subscription renewal independent of RCMC validity.

• Modification & Re-registration:: Change in business status (manufacturer to merchant), change in product line, change in IEC details, change in name / address — re-registration via online amendment.

• Linkage with Other Registrations:: IEC, GST, AD-bank code, ICEGATE, AEO — all aligned so RCMC integrates with the broader export compliance stack.

What Goes Wrong (And the Cost of It)

RCMC expired and not renewed — every shipping bill from that date is ineligible for RoDTEP, AA, EPCG, drawback (apart from AIR drawback). The export still happens; the scheme benefit is lost forever. For a regular exporter, this can mean ₹10–50 lakh of foregone scrip in a single financial year. We track the expiry calendar so this never happens.
