TSDF Facility Services (Hazardous Waste Disposal)

A TSDF (Treatment, Storage, Disposal Facility) is the regulated end-point for hazardous waste in India — the secure landfill / incineration / treatment infrastructure that finally retires waste streams the law requires industries to manage but cannot themselves dispose of. By 2026, with the Hazardous & Other Wastes (Management & Transboundary Movement) Rules 2016 (amended 2022), the network of CPCB-authorised TSDFs across India — operated by Common Hazardous Waste Treatment, Storage and Disposal Facilities (CHWTSDFs) and captive facilities — is the legally recognised channel for industries to dispose of hazardous waste under Section 5 of the Rules.

The TSDF framework is precise: Schedule I categories of hazardous waste, Schedule III ESM (Environmentally Sound Management) protocols, Form 10 manifest tracking (waste origin to disposal), Annual Return Form 4, and the State Pollution Control Board (SPCB) oversight aligned with CPCB SOPs. Each waste stream — solvents, sludge, contaminated soil, expired chemicals, ETP sludge, paint waste, ash, oil-soaked materials — has a defined disposal route: secure landfill, incineration, co-processing in cement kilns, neutralisation, or recovery.

• Waste Characterisation:: Sample analysis at NABL-accredited labs; categorisation under Schedule I / III of the Rules; HSN / waste-code mapping for transport.

• Disposal Route Selection:: Secure landfill (for inert / treated waste), incineration (for organic / chlorinated solvents / paint waste), co-processing in cement kilns (for high-calorific-value waste — replaces alternative fuel), neutralisation (for acid / alkali), recovery (for waste oils / used solvents).

• Manifest System (Form 10):: Five-copy manifest tracking from generator → transporter → TSDF; reconciliation; SPCB filing; CPCB online manifest portal where applicable.

• Transportation:: Authorised transporter; Motor Vehicles Rules + Hazardous Substances Rules compliance; emergency response card; trained driver.

• TSDF Reception & Disposal:: Acceptance criteria verified; weight reconciliation; ESM disposal as per route; final disposal certificate to generator.

• Generator-Side Compliance:: Form 4 Annual Return; TSDF agreement; statutory records; SPCB inspection support.
