End-to-end TSDF coordination for hazardous waste โ NABL characterisation, route selection, Form 10 manifest, disposal certificate, Form 4 annual return.
Hazardous waste is one of the few categories of business waste where the law does not give you a choice โ you cannot dump it, burn it, bury it on your own premises, or pass it to an unauthorised buyer. Every kilogram of solvent residue, ETP sludge, contaminated filter cake, spent acid, paint waste, used oil, or asbestos must reach an authorised Treatment, Storage and Disposal Facility with a complete paper trail behind it.
Our TSDF facility service handles that paper trail and the physical logistics for you โ from waste characterisation in a NABL lab, to selecting the right disposal route under the Hazardous and Other Wastes Rules 2016, to manifest discipline under Form 10, to the final disposal certificate that closes the loop with your State Pollution Control Board.
The rules are settling around digitisation and integration with EPR portals. Five shifts have changed how generators must operate this year.
The law treats hazardous waste differently from ordinary trade waste. Being careful with it does not reduce your legal exposure.
There is no single "send it to a TSDF" step. The work breaks into six clean stages, and each one feeds the next.
We catalogue every waste stream coming out of your unit โ process residues, ETP sludge, off-spec product, contaminated PPE, used solvents, expired raw materials. Samples go to a NABL-accredited hazardous-waste-matrix lab. Reports come back with Schedule I or III categorisation, calorific value, heavy metal content, pH and moisture. This is the foundation; everything downstream depends on getting this right.
For each stream, we map the cheapest legally permissible route. High-calorific organic waste goes to cement co-processing. Inorganic sludges go to secure landfill. Halogenated solvents go to incineration. Spent acid or alkali goes to neutralisation. Recoverable solvent goes to a registered recycler. The choice depends on waste chemistry, distance to the nearest authorised facility, and current rates in the zone.
We approach CPCB-authorised TSDFs โ Mumbai Waste Management at Taloja, BEIL at Ankleshwar, Tamil Nadu Waste Management at Gummidipoondi, Ramky at Hyderabad and others โ confirm capacity, negotiate per-kilogram rates, sign the commercial agreement, and notify the SPCB so the TSDF arrangement is on record before the first dispatch.
Form 10 is generated for every consignment, now usually on the state online portal. An SPCB-authorised hazardous waste transporter picks up the consignment, with GPS tracking where mandated. The transporter delivers to the TSDF gate with the manifest, and the TSDF confirms reception on the portal within twenty-four hours.
Within thirty days of disposal, the TSDF issues a disposal certificate referencing the manifest number, quantity received, and disposal route used. We file this with your records and reconcile quantity dispatched against quantity actually disposed. Any mismatch is investigated and closed before year-end.
By 30 June each year, we compile your stream-wise generation, dispatch and disposal data and file Form 4 with the SPCB. The return must reconcile with TSDF disposal certificates and, for overlapping streams, with EPR portal entries โ battery, used oil, plastic, e-waste. The acknowledgement is filed in your compliance binder.
A mid-size pharma unit in Telangana acquired a brownfield site from a closed-down peer in March 2026. The seller had left behind eight years of accumulated hazardous stock that the new owner needed cleared before the next SPCB inspection.
Total disposal cost: โน20.34 lakh against an SPCB notice threat that would have blocked the CFO renewal worth crores in turnover. The legacy stock cleared in eleven weeks; the next CFO renewal went through without conditions.
Picking the wrong disposal route is the most expensive mistake in hazardous waste management. Here is how the routes actually compare in cost and applicability.
Most SPCB notices on hazardous waste arrive not because the waste was actually mishandled โ but because the paperwork did not reconcile.
If your Form 4, your manifests, and your TSDF disposal certificates do not reconcile to the kilogram โ assume the next SPCB inspection will find the gap.
Share your current SPCB consent โ CFE or CFO โ your hazardous waste authorisation copy, and a quick list of the waste streams you generate with approximate monthly quantities. We come back within two working days with a route plan, indicative per-kilogram costs, and a list of authorised TSDFs and transporters in your zone. There is no obligation at this stage โ many generators discover at this step that they have been overpaying for the wrong route for years.
Once you confirm the route plan, we draw up the TSDF and transporter agreements, raise the first manifest, and dispatch your first consignment. For one-time legacy clearances, the engagement closes when the disposal certificate hits your records. For ongoing streams, we move to a quarterly or monthly dispatch schedule and handle the Form 4 annual return in June each year as part of the contract.
Each stream is mapped to the cheapest legally permissible route โ secure landfill, incineration, co-processing, neutralisation, or recovery โ based on NABL chemistry rather than guesswork.
Form 10 five-copy manifest, transporter coordination, TSDF reception, and disposal certificate โ the paper trail stays unbroken from your generator gate to final disposal.
Pre-qualified CPCB-authorised CHWTSDF tie-ups across Maharashtra, Gujarat, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, Uttar Pradesh and Madhya Pradesh โ verified capacity and current rates.
Your annual return is built up from manifest data and reconciled with TSDF disposal certificates and EPR portal entries, so the SPCB filing matches your records to the kilogram.
One-time disposal of accumulated hazardous stock โ including waste inherited from brownfield acquisitions where the seller left it behind without a clear disposal trail.
Pharma, chemicals, textiles and dyeing, metal finishing, paints, and asbestos remediation โ each gets a sector-specific protocol with the matching downstream authorised network.
Every waste stream is catalogued, sampled, and sent to a NABL hazardous-waste-matrix lab for Schedule I or III categorisation, calorific value, and metal content. Takes one to two weeks.
Per stream โ landfill, incineration, co-processing, neutralisation, or recovery โ chosen on chemistry, current rates, and distance to the nearest authorised facility. Three to five working days.
CPCB-authorised TSDF identified, capacity confirmed, commercial agreement signed, and SPCB notified of the tie-up. One to two weeks depending on TSDF response time.
Form 10 generated online, SPCB-authorised transporter engaged with GPS tracking where mandated, TSDF reception confirmed on portal within twenty-four hours of arrival.
TSDF issues disposal certificate within thirty days; quantity dispatched is reconciled against quantity disposed; any mismatch is investigated and closed before year-end.
By 30 June each year, the stream-wise return is compiled, reconciled with TSDF certificates and EPR entries, and filed with the SPCB along with audit-ready supporting records.
