That responsibility is enforced through EPR Authorisation, the registration every Producer, Importer, and Brand Owner must hold on the CPCB portal.
EPR is not a one-time licence. It is a yearly cycle of declaring how much plastic packaging you put into the Indian market, buying EPR certificates from registered recyclers to match an escalating target, and filing returns that CPCB can audit. Getting registered is the easy part. Computing targets correctly and meeting them without overpaying is where most companies stumble.
The EPR framework has matured significantly since the 2022 amendment. The current cycle brings tighter enforcement and more rigorous data validation.

From eligibility check to first certificate purchase, the journey runs in six distinct stages.
We start by classifying your business as P, I, B, or a combination โ many companies are two or all three. A converter who sells under its own brand is both a Producer and a Brand Owner with separate target obligations.
Then we quantify your plastic footprint SKU by SKU, mapping each pack to Category I, II, III, or IV. This is the foundation of every target calculation that follows, so it has to be done before the portal application, not after.
The application is filed on the centralised EPR portal with CIN, PAN, GST, manufacturing or import documentation, product list, and brand portfolio. You declare past two-year plastic volumes by category โ these become your baseline.
CPCB scrutinises declarations against GST and customs data. We pre-reconcile to ensure your declared numbers will survive that scrutiny without query-back delays.
Once registered, your annual target is calculated as a percentage of the average of your past plastic volumes, applied category by category. The percentage escalates each year until it hits the prescribed ceiling.
We project the certificate quantity required for each of the next three years, by category, with rupee-cost estimates based on current PWP market rates. This becomes your EPR budget.
Two paths exist. A Producer Responsibility Organisation (PRO) handles everything end-to-end โ certificate sourcing, returns, audit โ for a service fee. Direct procurement from registered Plastic Waste Processors gives you better unit economics but demands in-house bandwidth.
We model both for your specific volume and category mix. Small PIBOs usually save by going PRO; large multi-category PIBOs save by aggregating direct purchases.
Certificates are purchased through the CPCB portal from PWPs and transferred to your account. Quarterly returns must reconcile certificates held against the cumulative target run-rate.
Year-end shortfalls cannot be made up retroactively without paying Environmental Compensation, so we monitor target attainment quarter by quarter and trigger purchases before the gap widens.
At year-end we reconcile certificates retired against target, file the annual compliance report, and prepare documentation for any CPCB or SPCB inspection.
