Professional Tax (PT) is a State-level levy on income from salaries, trades, callings and professions imposed under Article 276 of the Constitution of India, with a constitutional cap of ₹2,500 per person per annum. Unlike GST or income tax, PT is not pan-India — only certain States levy it. By FY 2026-27 the PT-levying States are Maharashtra, Karnataka, Tamil Nadu, Telangana, Andhra Pradesh, West Bengal, Kerala, Madhya Pradesh, Gujarat, Odisha, Assam, Tripura, Meghalaya, Manipur, Mizoram, Nagaland, Sikkim and Puducherry. States like Delhi, Haryana, Uttar Pradesh, Rajasthan, Punjab, Himachal Pradesh, Uttarakhand, Bihar, Jharkhand, Chhattisgarh, J&K and the rest of the North-East do not levy PT — registration is not required there.
Every employer in a PT-levying State has two parallel obligations. First, an Enrolment Certificate (EC) — sometimes called PTEC — for the employer's own professional tax (the employer / proprietor / company / LLP pays the slab amount on its own status, typically ₹2,500 per annum). Second, a Registration Certificate (RC) — sometimes called PTRC — to deduct PT from the salary of every employee earning above the State-specified threshold and remit it to the State Treasury monthly or quarterly. Missing either certificate is a routine reason for State Tax Department notices, late-fee penalties (typically ₹2 / day or higher per State rules) and, in repeat-default cases, prosecution under the State PT Act.
