It is the most basic, most local, and most often-overlooked compliance for any commercial establishment — shops, restaurants, eateries, manufacturing units, godowns, clinics, salons, repair workshops, IT offices, coaching centres, hotels, lodging houses, and most service-based businesses. By 2026, almost every major Indian Municipal Corporation — Mumbai (BMC), Delhi (MCD), Bengaluru (BBMP), Chennai (GCC), Kolkata (KMC), Hyderabad (GHMC), Ahmedabad (AMC), Pune (PMC) — has moved Trade Licence issuance and renewal to online portals with self-assessment, but the underlying compliance remains a State and ULB-specific patchwork.
The framework is multi-layered. The Shop & Establishment registration under the State Shops Act covers labour conditions, working hours, leave, weekly off, and welfare. The Trade Licence under the Municipal Act covers the right to operate the trade itself at the premises. Trade-specific licences add another layer — a restaurant needs an Eating House Licence and FSSAI registration; a manufacturing unit needs Factories Act registration and pollution control consent; a clinic needs Clinical Establishments Act registration; a hotel needs a Lodging House Licence and Police NOC. Shop & Establishment registration is typically valid 3-5 years (State-dependent) with similar renewal discipline. The renewal calendar — not just the first issuance — is where most establishments slip.
