You cannot legally sell, store, transport, or even give away food in India without an FSSAI number โ that 14-digit code printed on every pack of biscuits, every restaurant bill, every Swiggy listing. The Food Safety and Standards Act 2006 makes this threshold non-negotiable. Run a tiffin service from your kitchen, import olive oil, manufacture pickles, operate a cloud kitchen, sell honey on Amazon, or open a roadside dhaba โ the rule applies the same way to all of you.
The hard part isn't the registration itself. It is picking the right tier โ Basic, State, or Central โ and getting the Kind of Business (KoB), product list, capacity, and premises layout correct on day one. A wrong-tier application gets rejected, the fee refund takes weeks, and you restart from scratch. We map your business correctly, file once on the FoSCoS portal, and set the renewal and annual return calendar so the licence keeps protecting you.
FSSAI has tightened compliance significantly over the last two years. Here is what changed and how it affects new applications and existing licences this year.
The licence is more than a regulatory tick-box. It is the document that decides whether you can sell, scale, and survive in food business.
Here is the seven-step sequence we follow from your first call to the licence landing in your inbox.
We start with your annual turnover, daily production capacity, premises locations, and the full list of Kinds of Business you operate or plan to. Multi-state distribution, imports, e-commerce listings, airport / seaport / Defence supply, or capacity above State-tier caps push you into Central regardless of turnover. The trigger is the higher of turnover and capacity, not the lower. We document this mapping in writing so the tier choice is defensible if challenged later.
PAN, address proof, rent agreement or ownership deed, blueprint with dimensions, equipment-and-machinery list with capacity, NABL water-test report, food safety management plan, pest-control contract, and KYC of the authorised signatory are assembled. For Central licences, we also add Form IX nomination of the designated person, NOCs from the State Pollution Control Board, Fire department, and the Municipal Trade Licence.
On foscos.fssai.gov.in we file Form A for Basic or Form B for State and Central. KoB, product categories per FSS Regulations, capacity, validity tenure, and authorised signatory are uploaded. The government fee is paid online โ โน100 per year for Basic, โน2,000-5,000 per year for State depending on capacity, and โน7,500 per year for Central. An Application Reference Number (ARN) is issued instantly.
For Basic tier, the registration is usually issued without inspection if documents are clean. For State and Central, the Designated Officer reviews documents and conducts a site inspection of premises, equipment, hygiene, and water quality. Queries raised on the portal are answered the same day so the file does not slide into deemed rejection.
The 14-digit FSSAI number is allocated and the licence PDF is downloadable from FoSCoS. This number must appear on every pack, every restaurant menu, every invoice, every website footer, every aggregator listing, and every advertisement of the FBO. The number is your operational permission to sell food in India.
We review your pack artwork before printer plates are made โ FSSAI logo, licence number, ingredient list in descending weight order, nutrition table per 100g, allergen declarations, veg / non-veg mark, country of origin for imports, FoPNL star rating where applicable, batch number, manufacturing date, and best-before. Wrong labels lead to product recall.
We set renewal triggers at 180, 90, and 30 days before expiry on our compliance calendar. Annual return Form D1 due 31 May is calendared for manufacturers and importers. Half-yearly Form D2 windows are added for milk and milk product manufacturers. Modification, product addition, and director-change SOPs are documented in your file.
Take a Pune-based cloud kitchen running on Swiggy and Zomato. Year-one turnover was โน18 lakh and they held a Basic Registration. By year two they crossed โน40 lakh and expanded to Pimpri-Chinchwad and Aurangabad โ and the licence math changed entirely.
Total filing cost across the three State Licences was โน19,500 in government fees plus our professional fee. The whole cycle took 32 days end to end. Without the right tier mapping at the start, two months of revenue would have been lost while listings stayed suspended.

After the licence is issued, we hand over the renewal calendar, annual return SOP, and modification playbook so the licence keeps working without you having to track due dates yourself.
