Get the sequence wrong and your charger sits idle for months while capital sits idle with it.
The PCS rule book has shifted noticeably over the last 18 months. Here is what changed and how it affects new projects.
Uttar Pradesh has the largest two-wheeler and three-wheeler EV fleet in India and the fastest-growing four-wheeler EV registrations. That demand has to plug in somewhere.
Six workstreams run in parallel. The trick is sequencing them so the UPPCL connection โ the slowest variable โ never blocks the others.
We start with the basics โ is the site commercially viable, does it have enough load potential, and what is the realistic charger mix? A typical highway PCS needs at least one 60 kW DC fast charger plus two AC 22 kW chargers. A city PCS may run on 4-6 AC chargers. Load calculation drives whether you need an HT or LT UPPCL connection, which in turn drives the connection timeline and the capex envelope.
The lease agreement or land ownership is verified; setback rules and parking layout are designed. The local UP municipal body issues the trade licence for the charging activity. Building plan approval is needed if any structure โ canopy, control room, transformer yard โ is being constructed on site.
This is the longest single step and the critical path. The HT or LT application is filed with the right UPPCL discom โ Madhyanchal, Paschimanchal, Purvanchal, or Dakshinanchal depending on location. Service line, transformer (for HT), and metering follow. The EV tariff schedule is invoked at this stage so the connection is registered as a charging station and not as regular commercial supply.
Fire NOC, Chief Electrical Inspector approval for the installation, and PESO clearance (only if you are storing batteries above the threshold for swapping) run in parallel with the UPPCL connection. Each authority has its own inspection. Getting these to run in parallel rather than sequentially saves 60-90 days against your overall project clock.
BIS-certified chargers are procured and installed. The Charging Management System (CMS) is configured with OCPP 2.0.1. Signage, safety barriers, lighting, and CCTV are installed. Aggregator integration โ Tata Power EZ, Statiq, Bolt, or others โ is done at this stage so the station is discoverable on consumer apps from day one of operations.
The first commercial charging session is logged. The UP EV Policy subsidy claim is filed with the State Nodal Agency along with proof of charger purchase, BIS certification, and the commissioning certificate. Operations begin and periodic compliance returns to UPPCL and UPERC start from the first month of running.
Consider a real-world setup we worked through on a highway site near Kanpur โ 4 acres on NH-19, targeted at long-haul trucks and four-wheeler EVs running the Delhi-Lucknow corridor.
The whole project โ from site lock to first paid session โ ran 6.5 months. UPPCL HT connection took 105 days; statutory approvals ran in parallel and closed by day 70; charger installation began only after the UPPCL service line was in place. Sequencing saved nearly three months against a serial-approval baseline.
