What's New for FY 2026-27

The PCS rule book has shifted noticeably over the last 18 months. Here is what changed and how it affects new projects.

• Roaming framework mandatory: The 2024 MoP revision requires every PCS to accept payments from any user across networks via the Unified Energy Interface. Closed-loop stations are no longer compliant.
• UPERC tariff order FY 2026-27: Revised EV-specific tariff slab; demand-charge waiver continues for HT connections under 1 MVA; a green-tariff option has been added for stations sourcing solar.
• UP EV Policy extension: The capital subsidy window has been extended to March 2027. Subsidy on DC fast chargers is raised to 50% of charger cost, capped at ₹10 lakh per station for the first 2,000 stations.
• OCPP 2.0.1 default: This is now the default protocol for aggregator integration. Older OCPP 1.6 installations are still accepted but must support a future upgrade path.
• BIS IS 17017 (Part 2) mandatory: All DC fast chargers must carry IS 17017 (Part 2) certification. Non-IS chargers cannot claim the UP EV Policy subsidy and may fail CEI approval.

Why Set Up a PCS in Uttar Pradesh

Uttar Pradesh has the largest two-wheeler and three-wheeler EV fleet in India and the fastest-growing four-wheeler EV registrations. That demand has to plug in somewhere.

• Active aggregator demand: National CPOs (Tata Power EZ, Statiq, Bolt, RevOS, Zeon) are actively onboarding PCS operators on revenue-share contracts, especially on NH-19 and NH-2.
• Fleet offtake contracts: City fleet operators — e-rickshaw aggregators, cab fleets, last-mile delivery — sign 3-5 year captive-charging offtake contracts that de-risk Year 1 utilisation.

How It Actually Works

Six workstreams run in parallel. The trick is sequencing them so the UPPCL connection — the slowest variable — never blocks the others.

Step 1: Site selection and load calculation (1-2 weeks)

We start with the basics — is the site commercially viable, does it have enough load potential, and what is the realistic charger mix? A typical highway PCS needs at least one 60 kW DC fast charger plus two AC 22 kW chargers. A city PCS may run on 4-6 AC chargers. Load calculation drives whether you need an HT or LT UPPCL connection, which in turn drives the connection timeline and the capex envelope.

Step 2: Land, building, and trade licence (2-4 weeks)

The lease agreement or land ownership is verified; setback rules and parking layout are designed. The local UP municipal body issues the trade licence for the charging activity. Building plan approval is needed if any structure — canopy, control room, transformer yard — is being constructed on site.

Step 3: UPPCL connection application (60-120 days)

This is the longest single step and the critical path. The HT or LT application is filed with the right UPPCL discom — Madhyanchal, Paschimanchal, Purvanchal, or Dakshinanchal depending on location. Service line, transformer (for HT), and metering follow. The EV tariff schedule is invoked at this stage so the connection is registered as a charging station and not as regular commercial supply.

Step 4: Statutory approvals (45-90 days, in parallel)

Fire NOC, Chief Electrical Inspector approval for the installation, and PESO clearance (only if you are storing batteries above the threshold for swapping) run in parallel with the UPPCL connection. Each authority has its own inspection. Getting these to run in parallel rather than sequentially saves 60-90 days against your overall project clock.

Step 5: Charger installation and CMS (3-6 weeks)

BIS-certified chargers are procured and installed. The Charging Management System (CMS) is configured with OCPP 2.0.1. Signage, safety barriers, lighting, and CCTV are installed. Aggregator integration — Tata Power EZ, Statiq, Bolt, or others — is done at this stage so the station is discoverable on consumer apps from day one of operations.

Step 6: Commissioning and subsidy claim

The first commercial charging session is logged. The UP EV Policy subsidy claim is filed with the State Nodal Agency along with proof of charger purchase, BIS certification, and the commissioning certificate. Operations begin and periodic compliance returns to UPPCL and UPERC start from the first month of running.

A Real Example: Highway PCS on NH-19

• Revenue model: Two aggregator tie-ups (Tata Power EZ + Statiq) on a 12% revenue share; expected utilisation 25% in Year 1 ramping to 45% in Year 2; payback period 4.5 years.

The whole project — from site lock to first paid session — ran 6.5 months. UPPCL HT connection took 105 days; statutory approvals ran in parallel and closed by day 70; charger installation began only after the UPPCL service line was in place. Sequencing saved nearly three months against a serial-approval baseline.

After Commissioning: Operations and Compliance

A live PCS has ongoing compliance that catches operators off-guard. Build this into your operating cadence from month one.

• Monthly UPPCL energy reporting: Submit kWh consumed and the number of charging sessions; this reconciles against EV-tariff billing and protects your tariff classification.
• Annual UPERC return: Confirmation of EV-specific tariff usage; any deviation triggers a tariff redetermination that can claw back the concession.
• BEE energy compliance: Quarterly reporting on energy efficiency and OCPP uptime against the BEE schedule.
• Fire and CEI re-inspection: Every two years for the Electrical Inspector certificate; fire NOC renewal annually with the local fire department.
• Charger health and CMS uptime: Aggregator SLAs typically require 95% uptime. Drop below that and revenue share is clawed back per the contract.
• GST and TDS: Charging revenue is taxable at 18% GST. Aggregator payouts attract TDS at 0.1% under Section 194O if you are listed on an e-commerce operator's platform.

Where It Goes Wrong

Most stalled or under-performing PCS projects in UP fail on the same handful of issues. Avoiding these is half the job.

• Treating UPPCL connection as a parallel task: It is the critical path. Filing the application after every other approval is in place adds 90+ days of dead time and idle capex.
• Wrong tariff classification: Some operators get connected on a regular commercial tariff and discover the EV tariff later. Reclassification means a fresh application; the bill differential is not refunded.
• Buying chargers without BIS certification: This disqualifies the entire station from the UP EV Policy subsidy. The capex hit is permanent and the chargers may also fail CEI approval.
• Skipping the roaming requirement: Post-2024 MoP rules require every PCS to be discoverable and bookable across networks. Closed-loop stations are non-compliant and risk losing subsidy claims.
• Underestimating fire and CEI: Battery-storage fire norms are now far stricter. PESO clearance for battery-swapping stations above 50 kWh storage is mandatory and inspection-heavy.
• Aggregator lock-in: Signing exclusive contracts with one aggregator limits visibility on competing apps and caps utilisation at 25-30% in most corridors.
• Ignoring the OCPP upgrade path: Older OCPP 1.6 hardware that cannot be upgraded to 2.0.1 may be deprecated by aggregators within two years.
