RERA compliance is a project lifecycle, not a one-time filing. Here is the working sequence we run for promoters and agents.
We start with location, applicable State RERA, project threshold check under Section 3, promoter and entity stack, and any existing registration or filing history. The output is a gap report plus a 12-month compliance calendar tied to your construction milestones.
For a project, the application goes on the State portal with sanctioned plan, commencement certificate, title and encumbrance, project cost estimate, allottee schedule and the prescribed fee. For an agent under Section 9, it is a separate State application with KYC, office proof and the registration fee. Registration is typically issued within 30-60 days of a complete application.
You open a designated 70% scheduled-bank account in the project's name. We empanel an engineer, architect and CA for withdrawal certification, and lock down a written cheque, RTGS and cost-allocation protocol so that withdrawals always match certified completion.
Construction progress, financial progress, allottee additions, receipts, withdrawals and certifications are compiled and filed on the State portal within the prescribed quarter-end window. Late filings now trigger automatic deficiency notices, so this is run as a calendar, not a quarterly scramble.
Every advertisement, brochure, website page, social post and hoarding carries the RERA registration number and the project portal link. Bookings are taken on the State-format Agreement for Sale, the 10% pre-agreement cap under Section 13 is respected, and the allottee onboarding pack is standardised.
Section 18 and 31 complaints before the Authority, Adjudicating Officer and the Real Estate Appellate Tribunal are handled end-to-end โ drafting, evidence and oral hearings. On completion, the project completion declaration is filed, OC is linked on the portal, and conveyance to the allottee association is completed within the 3-month Section 17 window.
Take a Pune mid-segment residential project โ 1.2 acres (about 4,800 sqm) of land, 72 apartments across two towers, project cost โน180 crore, 30-month construction timeline.
Run the workflow cleanly and you spend a small fraction of project cost on filings; skip it and one inspector's order can wipe out the project's margin.
Two filings carry almost all the enforcement weight in RERA โ the Quarterly Progress Report and the engineer / architect / CA certification on every 70% account withdrawal. Get these two right and most other defaults stay small.
