You have bought a factory in Vapi or signed an MoU for a Tarapur site, and the Phase I report has flagged old drum storage, a closed ETP, or fuel-tank history. That is the moment a Phase II Environmental Site Assessment stops being optional. Until you put boreholes in the ground and groundwater samples on a NABL lab bench, you are underwriting an unknown โ and the National Green Tribunal has been increasingly willing to apply the Polluter Pays principle to whoever owns the land today.
A Phase II investigation is the difference between a deal that prices contamination correctly and one where a small purchase quietly carries crores of buried remediation liability. It is also, more practically, the document that lets your buyer's lender release funds, your SPCB notice be answered with data, and your seller's indemnity be sized to the actual risk on the title.
Environmental due diligence has tightened materially in the last two years. Five shifts deserve your attention before commissioning Phase II work.
The report does six concrete things for the people paying for it.
An indemnity is only as strong as the number behind it. Phase II is what turns 'we accept full liability' into a clause your counsel can actually enforce.
Phase II is a sequence, not a single event. Skipping or compressing any of these steps weakens the report's defensibility.
We review the Phase I findings, suspected source areas, site geology and groundwater flow direction. The sampling plan specifies borehole locations, depths, analyte list, well construction and quality-control density. Up-gradient samples establish background; on-site samples test suspected sources; down-gradient samples check off-site migration. This plan is the document your buyer's counsel, lender or regulator will scrutinise โ it gets done properly or the whole investigation becomes contestable later.
Rotary or hollow-stem auger rigs are mobilised to site. Boreholes are advanced to the water table or target depth; soil samples are collected at predefined intervals using clean, dedicated equipment. Logs record lithology, odour, staining and PID readings. Where suspected hot-spots emerge, supplementary samples are added on site rather than waiting for a second mobilisation.
Selected boreholes are completed as monitoring wells using slotted PVC casing, sand pack and bentonite seal. After well development, water levels are recorded, wells are purged and samples collected using low-flow or bailer methods per analyte requirements. Up-gradient, on-site and down-gradient wells form the minimum triangulation.
Samples move under chain-of-custody to an ISO 17025 NABL-accredited lab. Methods follow IS, BIS, US EPA or APHA references as appropriate to the analyte: heavy metals by ICP-MS or AAS, hydrocarbons by GC-FID, VOCs by GC-MS, PFAS by LC-MS/MS. QC samples โ duplicates, trip blanks, matrix spikes โ confirm analytical reliability.
Lab results are compared to CPCB benchmarks, Dutch Target and Intervention values, US EPA Regional Screening Levels or Canadian CCME โ the most defensible benchmark for each contaminant. Contamination is mapped vertically and laterally. The report sets out findings, residual uncertainty, remediation options and cost estimate with a confidence range.
Findings are translated into the language the user actually needs โ escrow size for the buyer, condition precedent for the lender, response draft for the SPCB notice, claim form for the EIL insurer, or filing for voluntary disclosure. A report sitting in a drawer protects nobody.
A specialty chemicals company in Vapi was acquiring a 4.8-acre adjacent industrial plot for capacity expansion. Phase I had flagged a closed effluent treatment plant, two abandoned underground fuel tanks, and a history of phenolic resin operations from 1998 to 2014.

A Phase II report is only as strong as its underlying records. When a buyer's counsel, a lender or the NGT asks how a conclusion was reached, the following documents have to be available immediately.
