CGWA NOC for Water Boring & Groundwater Extraction

Groundwater is one of India's most stressed natural resources. By 2026, with India listed by NITI Aayog and CGWB as facing structural water stress in over 60% of districts, the Central Ground Water Authority (CGWA) has become the gatekeeper for any commercial / industrial / institutional / infrastructure user wanting to draw groundwater. The NOC framework — operational through the noc-cgwa.mowr.gov.in portal — applies categorical extraction-volume thresholds, area-categorisation (Safe / Semi-Critical / Critical / Over-Exploited), recharge obligations, and periodic review. Without CGWA NOC, borewell construction is illegal in notified areas; with NOC, the user must comply with periodic monitoring and rejection-recharge ratios.

The legal framework is the Environment (Protection) Act 1986 read with the CGWA Notifications and Master Guidelines. The categorisation flows from the Central Ground Water Board (CGWB) National Compilation on Dynamic Ground Water Resources assessment — Safe (<70% extraction), Semi-Critical (70-90%), Critical (90-100%), Over-Exploited (>100%). Each category has different conditions on permission, recharge requirements, and metering / monitoring.

The Application Workflow

• Step 2: Recharge Plan:: Rainwater harvesting structures (rooftop / surface), pond recharge, recharge wells — designed proportionate to extraction (typically 20-40% recharge target).

• Step 3: Online Application:: Portal application with hydrogeological report, recharge plan, project details, water-use breakdown, fees.

• Step 4: CGWA Review & Conditions:: Technical Committee review; conditions imposed (digital flow meter, periodic data, recharge implementation).

• Step 5: NOC Issue:: Validity 2-5 years depending on area category and use; renewal with periodic review.

• Step 6: Compliance:: Monthly / quarterly extraction data reporting; flow meter readings; recharge structure verification; renewal application 60-90 days before expiry.
