You can take End-of-Life Vehicles into your yard, but you cannot issue the Certificate of Deposit that customers actually come for, and your unit operates as an ordinary scrap dealer.

The Vehicle Scrappage Policy has matured into operational reality across most States. Several procedural and enforcement changes are now in effect for FY 2026-27, and any new applicant must factor these in from the design stage rather than as bolt-ons.
Many promoters approach an RVSF as a scrap business with extra paperwork. That framing causes most failures in this sector. The licences are not paperwork; they are the asset, and they only function together.
Once a site is identified, the project breaks into six clear phases. Land, design, multi-statute approvals, and Vahan onboarding move in parallel wherever possible to keep the calendar tight and capex carrying cost in check.
We assess land or building suitability against MoRTH SOPs โ minimum area, road access, distance from residential zones, drainage, power load, and water availability. The brief defines target capacity, customer mix (private cars versus commercial vehicles), and the demand from local ATS centres and fleet operators. A capex estimate and 5-year P&L are built before any spend is committed.
The facility design must match iCAT and MoRTH SOPs: a concrete depollution bay with oil-water separator, a dismantling bay, segregated storage zones for tyres, batteries, glass, hazardous waste, and recyclable metals, and a baling press or shredder if planned. Equipment is procured against iCAT-approved specifications. Fire safety, ventilation, OHS provisions, and operator PPE are integrated into the build, not added later.
The SPCB Consent to Establish (CFE) is filed first, before construction begins. Post-construction, the CFO is filed alongside the Factory Licence and the Hazardous Waste Authorisation. The Fire NOC is obtained from the local fire service. These are sequenced so each approval feeds the next; one missing document holds up the rest.
iCAT conducts an equipment and process audit at the facility. The audit covers depollution sequence, dismantling protocol, hazardous fraction segregation, operator training records, calibration certificates, and SOP documentation. Once verified, iCAT issues the certificate that the State Transport Department requires for the RVSF licence.
With iCAT, SPCB, Factory, Fire, and Hazardous Waste in hand, the State Transport Department issues the RVSF licence. The Vahan portal RVSF login is activated, integration is tested, and a first batch of trial ELVs is received to validate the deregistration and CoD flow end to end before commercial operations begin.
Day to day, the facility receives ELVs, depollutes, dismantles, dispatches fractions to downstream channels, issues CoDs on Vahan, and pays customer scrap value. Monthly Vahan returns, quarterly hazardous waste manifests, annual SPCB CFO renewal, factory licence renewal, and iCAT surveillance audits run on a fixed calendar with assigned owners.
