What's New for FY 2026-27

FY 2026-27 brings significant regulatory updates across both EV certification and conventional vehicle type approvals — several of which affect existing certificate holders.

• AIS 156 Rev 2 and AIS 038 Rev 3: Updated protocols now aligned with UN R136 and UN R100; mandatory for all new battery pack and EV safety certifications from April 2025 onwards.
• BS6 Phase II OBD-II updates: Existing type approvals covering BS6 vehicles may require an amendment filing if the OBD mapping is affected by the revised MoRTH notification issued in Q4 FY 2025-26.
• e-VAHAN real-time verification: Type approval certificate numbers are validated against the VAHAN database at every vehicle registration; an expired or mismatched certificate blocks the entire registration batch.
• iCAT single-window portal: All applications, fee payments, sample tracking, and report downloads are now processed online; physical document submission is no longer accepted at the Manesar facility.
• UN ECE WP.29 MRA expansion: iCAT-certified products are now accepted in 12 additional countries, extending the export footprint for Indian manufacturers without full re-testing in destination markets.

Who Needs iCAT Certification

iCAT certification touches every layer of the automotive supply chain — from raw components through complete vehicles to the infrastructure that charges them.

• New vehicle models: CMVR mandates type approval before a single production unit reaches a dealership. There is no grace period for commercial sales ahead of certification.
• Automotive components: Brake systems, steering assemblies, tyres, lighting units, and safety glass all carry independent AIS-based approval requirements before fitment on any OEM assembly line.
• EV batteries and BMS: AIS 156 and AIS 155 certification is mandatory for commercial supply of battery packs and management systems. Prototype testing for development purposes is permissible under controlled conditions, but commercial supply requires the certificate in hand before the first unit ships.
• EV chargers: AIS 138 (AC charging) and AIS 171 (DC fast charging) certification is required for commercial deployment of chargers. BEE star labelling for chargers is also tied to iCAT test data.
• AVSF facility operators: State Transport Department RVSF licence applications require an iCAT-issued AVSF (Authorised Vehicle Service Facility) certificate confirming equipment, technician qualifications, and diagnostic tool approvals.
• Export manufacturers: iCAT type approvals issued under UN ECE WP.29 regulations are accepted in EU, SAARC, ASEAN, and Gulf markets, cutting re-testing costs for export-oriented producers.

How It Actually Works

The certification process runs in six stages. Each stage has its own deliverables and potential hold points — understanding them avoids the most common schedule slippages.

Step 1: Standard and Scope Agreement

Before any application is filed, the applicable AIS standard and revision are confirmed. A new electric scooter might require AIS 038 (EV safety), AIS 156 (battery pack), and the relevant emission and noise standards simultaneously. For an AC charger, AIS 138 applies. The scope agreement also identifies which tests are mandatory versus conditional, what sample configuration iCAT will accept, and whether any overseas test reports — UN R100, IEC 62196, or GB/T standards — can reduce the test matrix under the WP.29 MRA provisions.

Step 2: Application and Technical Documentation

The iCAT online portal accepts the formal application, fee payment, and complete technical specification — design drawings, component list, manufacturing process description, and quality system certifications (ISO 9001 or IATF 16949 for automotive suppliers). Technical documents must match the physical sample exactly. Any change to the design after submission requires a fresh application. Your GST registration, PAN, manufacturing licence, and factory layout are verified before the application advances to the test planning stage.

Step 3: Sample Submission and Lab Testing

Physical samples are shipped to iCAT's Manesar facility or an approved NABL-accredited partner lab. Testing covers the full AIS protocol, which may include emissions, noise, braking performance, structural safety, electromagnetic compatibility (EMC), battery thermal behaviour, abuse tests (nail penetration, crush, and fire exposure), and cycling tests for battery products. Cycling tests for larger battery packs — typically 300 to 1,000 charge-discharge cycles depending on the standard — run for months on their own. Planning for this in the overall project schedule, rather than treating it as a surprise, is the single biggest factor in on-time delivery.

Step 4: Test Report Review and Clarifications

Once testing is complete, iCAT's Technical Committee reviews the consolidated test report. If any result falls outside the permitted tolerance, you have the option to address only the failing test — redesign the component, re-submit that specific sample, and test again — without restarting the entire sequence. Clarification rounds between the applicant's engineering team and iCAT's reviewers are standard; having a designated technical contact who can respond within 48 hours keeps this stage from extending unnecessarily.

Step 5: Certificate Issue and VAHAN Registration

Once the Technical Committee approves the report, iCAT issues the Type Approval Certificate or AVSF certificate for facility certifications. The certificate covers the specific model and variant — any material design change requires a formal certificate amendment before production of the modified variant begins. For vehicle models, the certificate number must be registered in the MoRTH VAHAN type approval database before vehicle registration can proceed at any RTO in India.

Step 6: COP Audit and Renewal

Conformity of Production audits begin the year following certification. iCAT draws random production samples annually and tests them against the certified specification. Your quality system documentation — production batch records, in-process test data, supplier qualification files — must be audit-ready at all times. Certificate renewal applications are filed six months before expiry. A gap caused by late renewal stops all production sales during that period; the regulator does not accept shipments against an expired certificate.

A Real Example: 5 kWh LFP Battery Pack under AIS 156 Rev 2

A Tier-2 city EV startup is certifying a 5 kWh lithium-iron-phosphate (LFP) battery pack for a commercial electric three-wheeler under AIS 156 Rev 2 and AIS 155 for the battery management system. Here is what the project actually looks like.

• Test matrix: Thermal runaway propagation (24-hour observation), nail penetration, crush, fire exposure, 300-cycle capacity retention, vibration, and IP67 ingress protection — all mandatory under AIS 156 Rev 2.

What Backs Up Each Certificate

A type approval certificate is only as strong as the production controls behind it. iCAT auditors visit annually and test random production samples — not the pre-production prototype that earned the certificate, but units coming off your actual line.

• Production traceability: Batch records for every component variant must be maintained for the full certificate term plus three years after expiry.
• Change management: Any design, material, or supplier change — even a PCB layout revision or a switch in cell chemistry — must be assessed against the type approval scope. A material change triggers a certificate amendment; shipping the modified variant without one is a CMVR violation.
• In-house testing: AIS standards recommend, and COP auditors verify, that manufacturers maintain basic in-line test capability covering the parameters most likely to drift in production.
• Supplier qualification: Key component suppliers — cell manufacturers, BMS chip vendors, connector suppliers — must have documented qualification records. A change in cell chemistry restarts the full AIS 156 cycle.

The gap between 'certified' and 'compliant' is production discipline. Certificates confirm what was tested; production controls confirm what is actually shipped.

Where It Goes Wrong

Most certification delays and rejections come from a small set of avoidable mistakes made before or during the application stage.

• Wrong AIS revision applied: Submitting an application under an older AIS revision when an updated revision is already notified results in rejection at the Technical Committee review stage — adding two to four months.
• Sample-to-document mismatch: Even a minor bill-of-materials discrepancy between the submitted technical specification and the physical sample can invalidate the entire test run.
• Cycling test underestimated: Teams that allocate four weeks for battery cycling find the actual protocol demands 10–16 weeks. The schedule then collapses across all other project milestones.
• No redesign buffer: Certification projects with no budget or timeline contingency for one redesign cycle almost always overrun — testing rarely returns zero issues on the first submission.
• Certificate gap at renewal: Allowing a certificate to lapse — even briefly — stops all production sales. Regulators do not accept shipments against an expired certificate, and retroactive validation is not available.
• Commercial supply before certification: Selling even a small pre-launch batch before the certificate is issued is a CMVR violation carrying penalties that include product recall, seizure, and criminal prosecution.
• Incomplete AVSF documentation: Diagnostic tool approval certificates — a separate step from the facility survey — are frequently omitted on first AVSF submission, causing rejections that delay the State Transport Department licence by months.
