The certification process runs in six stages. Each stage has its own deliverables and potential hold points โ understanding them avoids the most common schedule slippages.
Before any application is filed, the applicable AIS standard and revision are confirmed. A new electric scooter might require AIS 038 (EV safety), AIS 156 (battery pack), and the relevant emission and noise standards simultaneously. For an AC charger, AIS 138 applies. The scope agreement also identifies which tests are mandatory versus conditional, what sample configuration iCAT will accept, and whether any overseas test reports โ UN R100, IEC 62196, or GB/T standards โ can reduce the test matrix under the WP.29 MRA provisions.
The iCAT online portal accepts the formal application, fee payment, and complete technical specification โ design drawings, component list, manufacturing process description, and quality system certifications (ISO 9001 or IATF 16949 for automotive suppliers). Technical documents must match the physical sample exactly. Any change to the design after submission requires a fresh application. Your GST registration, PAN, manufacturing licence, and factory layout are verified before the application advances to the test planning stage.
Physical samples are shipped to iCAT's Manesar facility or an approved NABL-accredited partner lab. Testing covers the full AIS protocol, which may include emissions, noise, braking performance, structural safety, electromagnetic compatibility (EMC), battery thermal behaviour, abuse tests (nail penetration, crush, and fire exposure), and cycling tests for battery products. Cycling tests for larger battery packs โ typically 300 to 1,000 charge-discharge cycles depending on the standard โ run for months on their own. Planning for this in the overall project schedule, rather than treating it as a surprise, is the single biggest factor in on-time delivery.
Once testing is complete, iCAT's Technical Committee reviews the consolidated test report. If any result falls outside the permitted tolerance, you have the option to address only the failing test โ redesign the component, re-submit that specific sample, and test again โ without restarting the entire sequence. Clarification rounds between the applicant's engineering team and iCAT's reviewers are standard; having a designated technical contact who can respond within 48 hours keeps this stage from extending unnecessarily.
Once the Technical Committee approves the report, iCAT issues the Type Approval Certificate or AVSF certificate for facility certifications. The certificate covers the specific model and variant โ any material design change requires a formal certificate amendment before production of the modified variant begins. For vehicle models, the certificate number must be registered in the MoRTH VAHAN type approval database before vehicle registration can proceed at any RTO in India.
Conformity of Production audits begin the year following certification. iCAT draws random production samples annually and tests them against the certified specification. Certificate renewal applications are filed six months before expiry. A gap caused by late renewal stops all production sales during that period; the regulator does not accept shipments against an expired certificate.
