Import Export Code (IEC) Registration

If you plan to bring even one container of goods into India or send one shipment out, the customs system will stop at the same question: what is your Import Export Code? Without a valid 10-digit IEC printed on the shipping bill or Bill of Entry, your consignment does not clear, your bank cannot release foreign currency, and your GST refund pipeline does not start.

The good news is that IEC is one of the cleanest DGFT registrations to obtain. A proprietor with an Aadhaar-linked mobile can finish the application in under an hour and receive the code by the next working day. The trick is everything that sits around it — AD bank mapping, ICEGATE login, RCMC with the right Export Promotion Council, and the April-June annual update that quietly kills inactive IECs every year.

What's New for FY 2026-27

DGFT has tightened the digital pipeline around IEC over the last two cycles. A few changes shape how applications now move through the system.

• Aadhaar-first authentication: For proprietors, OTP-based Aadhaar e-sign is now the default. DSC is reserved for non-individual entities and for proprietors whose Aadhaar is not linked to an active mobile number.
• Mandatory annual update window: The 1 April to 30 June update is enforced strictly. Missing it leads to automatic deactivation on 1 July, and reactivation is online but blocks shipments while in process.
• ICEGATE single sign-on: ICEGATE registration tied to the IEC is now smoother through SSO, but the AD bank account mapping must be exact — even small mismatches stall IGST auto-refunds.
• RoDTEP & RoSCTL continuation: Scheme benefits flow through the IEC and shipping bill. Correct ITC(HS) classification at the time of export is what unlocks the rebate at scroll generation.
• DPDP Act on KYC data: Identity and address documents collected during IEC processing must be handled under the Digital Personal Data Protection Act 2023 — relevant for entities outsourcing this work.
• IEC-GSTIN linkage check: DGFT now cross-validates IEC and GSTIN with the GSTN database. A mismatch in legal name, address or PAN between the two registries triggers a manual review.

Who Actually Needs an IEC

The short answer is anyone who touches a customs declaration. The longer answer depends on whether your trade is in goods or services.

• Goods importers and exporters: IEC is mandatory the moment a shipping bill or Bill of Entry is filed. No customs broker can clear your cargo without it.
• E-commerce sellers shipping internationally: If you list on Amazon Global, Etsy or your own Shopify store and ship to overseas buyers, you need IEC even for low-value courier shipments through the CSB-V channel.
• Service exporters claiming DGFT benefits: Pure software or consulting export does not legally require IEC under FEMA, but you will need it for SEIS legacy claims, RCMC and clean eBRC issuance.
• Importers of samples and equipment: Even one-off imports — a prototype, a trade-fair sample, a machine for the factory — must move under a registered IEC.
• Freight forwarders and logistics service providers: Anyone who books shipping space, files manifests or handles courier consolidations on behalf of clients.
• Foreign-owned subsidiaries: An Indian entity with overseas parentage that intends to import inter-company stock or export finished goods needs its own IEC under its Indian PAN.

If your bank ever needs to issue a FIRC, eBRC or process an outward remittance against a commercial invoice, expect them to ask for your IEC first.

How It Actually Works

The process looks short on paper but has six distinct moving parts. Skipping any of them is how shipments get stuck at the port.

Step 1: Confirm Applicant Type and Authentication Route

We start by establishing what kind of applicant you are — individual proprietor, partnership firm, LLP, private limited company, HUF, trust or society. The applicant type drives the documentation pack and the authentication route.

Proprietors with Aadhaar-linked mobile numbers take the OTP route, which is the fastest. Entities mandatorily use a Class-3 DSC of the authorised signatory. We confirm this choice before any data goes into the portal.

Step 2: Assemble the KYC and Banking Pack

Next we gather your PAN, Aadhaar, photograph, address proof for the principal place of business, and the most important document — a cancelled cheque or bank certificate in the legal name of the applicant.

If the bank account is in a personal name rather than the entity name, the IEC application will be rejected at the AD bank stage. For corporates, we also collect the board resolution authorising the signatory and the DSC token details.

Step 3: File the Application on dgft.gov.in

The application is filed under the ANF-2A format on the DGFT portal. We map your details to the IEC profile, enter branch addresses if any, attach scanned documents, and pay the nominal government fee online.

Aadhaar OTP or DSC authentication is completed at this stage. A successful submission generates an application reference number that we track until the certificate is issued.

Step 4: IEC Issuance

For Aadhaar OTP applications, the 10-digit IEC is typically generated within 24 hours and emailed to your registered address. DSC-authenticated entity applications take 2-4 working days.

The IEC certificate is a PDF you can download and store. There is no physical certificate — the digital copy is the legally valid document.

Step 5: ICEGATE Registration and AD Bank Mapping

An IEC by itself does not let your freight forwarder file a shipping bill. ICEGATE — the Indian Customs portal — is where actual filings happen, and you need a separate ICEGATE login tied to your IEC.

We file the ICEGATE registration, complete the IEC-PAN-GSTIN linkage on the customs side, and notify your Authorised Dealer (AD) bank that your IEC is now live so they can map it to your current account.

Step 6: RCMC, GST Linkage and Annual Update Calendar

If your product range qualifies for an Export Promotion Council, we identify the right EPC and file your Registration-Cum-Membership Certificate (RCMC) application alongside the IEC.

We also confirm that your IEC, GSTIN and IFSC details are aligned for IGST auto-refunds, and place the April-June annual update on a recurring calendar so your IEC never goes dormant.

A Real Example: First Export Out of Surat

A diamond-grading firm in Surat wants to send a sample parcel worth USD 12,000 to a buyer in Antwerp. They have a private limited company, a PAN, a GSTIN and a current account, but no IEC. Here is how the workflow runs.

• Day 1: We collect the company PAN, Certificate of Incorporation, the director's DSC, board resolution and a cancelled cheque in the company's name. KYC pack is closed by evening.
• Day 2: DGFT application filed under ANF-2A, DSC authentication done, government fee paid. Application reference number issued.
• Day 4: 10-digit IEC generated. Certificate downloaded and shared. Director receives email confirmation.
• Day 5: ICEGATE registration filed; AD bank (the firm's HDFC current account branch) is notified and IEC is mapped to the account.
• Day 7: Gem & Jewellery Export Promotion Council (GJEPC) RCMC application drafted and filed. Shipping bill filed by the customs broker, IGST refund pipeline live.
• Outcome: The parcel ships from Surat with a valid shipping bill, the buyer's wire transfer comes into the AD account with a clean FIRC, and the IGST paid is auto-refunded within three weeks.

Total elapsed time: seven working days, including the EPC piece. Without the IEC, ICEGATE and AD bank pre-work, the shipment would have been stuck at customs and the wire transfer parked in a suspense account.

Keeping the IEC Alive: Annual Maintenance

An IEC has lifetime validity, but DGFT still requires you to revisit and confirm your details every financial year. This is the single most-missed compliance in the foreign trade calendar.

• The window: 1 April to 30 June each year. The update is free of cost if done inside the window.
• What it asks: Confirm the same PAN, address, partners or directors, bank account, and product profile. Even a 'no change' confirmation must be filed.
• Deactivation date: If the update is missed by 30 June, DGFT auto-deactivates the IEC on 1 July. The status is publicly visible on the DGFT portal.
• What deactivation breaks: No new shipping bills can be filed; AD banks may stop processing remittances; ICEGATE filings are blocked.
• Reactivation: Online, but takes 2-7 working days. During this period, cargo at the port accrues demurrage and detention.
• Best practice: Treat the annual update like a board meeting — calendared, owned by one person, and closed before May ends, well inside the window.

Almost every 'urgent IEC reactivation' request that lands in July could have been a five-minute update in April.

Where It Goes Wrong

IEC rejections and downstream blockages tend to come from a small set of recurring errors. Watch for these.

• Bank account in personal name: A proprietor running 'XYZ Exports' but holding the account in their personal name will fail AD bank linkage. The account must be in the trade or legal name.
• Aadhaar-mobile mismatch: If your Aadhaar is not linked to an active mobile, the OTP route fails. You either update Aadhaar or shift to DSC.
• DSC not Class-3: Older Class-2 DSCs are no longer accepted by DGFT or MCA. Only Class-3 individual DSCs of the authorised signatory work.
• Address proof older than three months: Electricity bills and bank statements used as address proof must be recent. Older documents get the application returned.
• IEC-GSTIN name mismatch: If your legal name on PAN differs from what is on the GST certificate or IEC application, IGST refunds stall. Fix this at registration, not at scroll generation.
• No ICEGATE registration: Many applicants think the IEC alone is enough. Without ICEGATE, the customs broker cannot file a shipping bill in your name.
• Missing the April-June update: The most expensive mistake. Reactivation is possible but the gap costs real money in port charges.
• Wrong EPC choice for RCMC: Picking the wrong Export Promotion Council means your scheme benefit applications go nowhere. Match the EPC to your dominant HS code.
