RCMC registration and renewal across FIEO and sector Export Promotion Councils โ the gateway to RoDTEP, EPCG, Advance Authorization benefits.
If you export from India and you have ever wondered why your shipping bill came back without a RoDTEP scrip, the answer is almost always the same: your Registration-cum-Membership Certificate (RCMC) was either missing, expired, or issued by a council that does not cover your product. The RCMC is the small piece of paper that sits between your IEC and every export incentive the Foreign Trade Policy 2023 has to offer.
Most exporters treat it as a one-time formality. That is exactly how a 90-day lapse turns into a โน40-50 lakh hole in scrip income. This page walks you through how RCMC actually works in FY 2026-27, which council fits your profile, what the renewal cycle looks like, and where exporters most often lose money to small oversights.
The DGFT and EPC ecosystem has tightened the RCMC process over the past two years. Here is what changed for the current financial year.
Two exporters with identical IECs can end up with very different scheme access depending on which council issued their RCMC. The choice is not cosmetic.
Here is the full sequence from first call to the RCMC sitting in your DGFT dashboard.
We start with your product list, HS codes, business status (manufacturer or merchant exporter), and the schemes you actually intend to use. The recommendation comes in writing with the reasoning โ FIEO for diversified portfolios, sector EPC where the bulk of your HS codes cluster in one chapter, or both if the export mix justifies the second subscription.
IEC certificate, GST registration, PAN, latest balance sheet, board or partnership resolution, and a declaration of goods are assembled. The council subscription fee is paid online โ this is separate from any consulting fee and varies by council from around โน5,000 to โน25,000 plus GST for the first year.
ANF-2C is filled inside the DGFT portal with the council pre-selected. The DSC of the authorised signatory is affixed, the application is submitted, and the acknowledgement number is recorded. Any product description error here causes a council query later, so the HS code list is checked twice before submission.
The council reviews the application, may seek clarifications on product description or status, and on acceptance the RCMC is issued directly into the CDP. The certificate is downloadable as a digitally signed PDF โ no physical copy is dispatched.
The RCMC is linked to your IEC on ICEGATE so that shipping bills automatically reflect council membership. Your AD bank is informed so that scrip credit and inward remittance certificates align. The first benefit-claim shipping bill is reviewed to confirm the system has accepted the linkage.
An expiry tracker is set up with renewal triggers at 90, 60, and 30 days before the 5-year mark. The annual council subscription is renewed on its own cycle. HS code coverage is refreshed each year to reflect any new product lines you have added.
Consider an exporter based in Pune shipping โน40 crore of engineering components to the EU and the US.
Total quantifiable benefit in year one: north of โน73 lakh. The RCMC and subscription combined cost under โน30,000. The point of the example is not the absolute number โ it is that the entire stack collapses the day the RCMC expires unrenewed.
Issuance is the easy part. The next five years are where most exporters either keep the engine running smoothly or lose access without realising it.
The cheapest moment to renew an RCMC is 90 days before expiry. The most expensive moment is the day after a shipment that was supposed to earn a RoDTEP scrip.
These are the recurring patterns we see when an exporter walks in with a problem that should never have existed.
Share your IEC number, GST registration, a one-line description of what you export, and your approximate annual export turnover. A 20-minute call is enough to identify whether a single RCMC or a dual-council setup makes sense for you, and which scheme stack you should be planning around for FY 2026-27.
If you are setting up your IEC, AD-bank, AEO, or RoDTEP registration in parallel, mention that upfront. Bundling the work avoids the relay-race between consultants that usually delays the first benefit-claim shipping bill by weeks.
FIEO, sector EPC, or commodity board chosen on HS coverage, scheme usage, and subscription value. No wasted applications or duplicate fees.
Expiry tracker with renewal triggers at 90, 60, and 30 days before lapse. RCMC never expires unnoticed; scrip and drawback eligibility never breaks.
Diversified exporters get RCMCs across two or three councils for full HS coverage. Networking, MAI subsidies, and trade fair grants stack up.
Product line additions, status change, address change, IEC modification, and DSC updates handled online through DGFT CDP without fresh registration.
Council subscription cost is weighed against export awards, market intelligence, B2B leads, and MAI subsidies for your specific export profile.
Where you are also setting up IEC, AEO, AD-bank, or first-time exporter compliance, the entire stack runs as one project with no handoffs.
Product list, HS chapters, business status, and scheme usage are analysed. The right council is recommended in writing with the reasoning attached.
IEC, GST, PAN, balance sheet, board resolution, and declaration of goods are assembled. Council subscription fee is paid online.
Application is filed inside the DGFT Common Digital Platform with the chosen council, DSC affixed, and acknowledgement recorded.
The council reviews the application and responds to any clarification. On acceptance, the RCMC is issued in the CDP as a digitally signed PDF.
RCMC is linked to the IEC on ICEGATE so shipping bills reflect council membership. AD bank is informed for scrip and remittance alignment.
A 5-year validity calendar is set up with 90/60/30-day renewal alerts. Annual subscription tracking runs in parallel.
Product additions, address changes, signatory updates, or status changes are handled through CDP amendments without fresh registration.
Professional assistance with no hidden charges. Clear milestones and honest communication.
IEC certificate, GST registration, PAN, Certificate of Incorporation or partnership deed, Class-3 DSC of authorised signatory, and AD-bank code letter.
Latest balance sheet and profit and loss statement, recent bank statement, rent agreement or ownership proof of business premises, and product list with HS codes.
Manufacturing licence where applicable, Udyam registration, factory licence, and export turnover statement for the last completed financial year.
Board resolution or partner authorisation, specimen signature, address proof, and PAN of the authorised signatory who will affix the DSC.
Council application form ANF-2C, subscription payment proof, declaration of goods, and any affiliation letters that the specific council requires.
