Complete RoDTEP and RoSCTL claim management for Indian exporters โ shipping bill flags, e-scrip generation, eBRC matching, and audit-ready records.
Every shipping bill from an Indian port carries embedded taxes that should never have been part of your export price โ VAT on diesel, electricity duty, mandi cess, stamp duty. The Government refunds these through two parallel schemes: RoDTEP for most goods and RoSCTL for apparel and made-ups. The money is real and the scrips are tradable, yet thousands of exporters lose 1โ3% of FOB value every year to missed flags, late eBRCs, or expired scrips.
We manage the full cycle โ pre-shipment instructions to your CHA, ICEGATE ledger tracking, eBRC reconciliation with your AD bank, and final scrip monetisation. Whether you ship five containers a month or fifty, the same workflow runs in the background so the entitlement reaches your bank account, not just your shipping bill.
The scheme has matured through several iterations. Here is what shifted heading into the new financial year.
The schemes look automatic on paper. In practice, the gap between entitlement and actual credit is where margin leaks happen.
The claim cycle starts before the goods leave the factory and closes only when the scrip is utilised or transferred. Here is the workflow we run for every consignment.
We start by checking that your IEC is active on the DGFT portal, your ICEGATE registration is linked to the same PAN, your RCMC from the relevant Export Promotion Council is in force, and your Class-3 DSC is registered for both signing and authentication.
The Authorised Dealer bank linked in your IEC profile must be the one that handles your export realisations โ mismatches trigger eBRC rejections later in the cycle.
Each product you export is mapped against the live Appendix 4R rate table. We confirm the eight-digit ITC(HS) code, the rate cap (per kg or percentage of FOB), and any stacking permission with Drawback or RoSCTL.
This becomes your master rate sheet, refreshed every quarter when DGFT issues new notifications.
Before any consignment goes to the port, your Customs House Agent receives a written instruction note specifying the scheme flags (RODTEPY=Y, reward flag for Drawback if applicable), the exact product description, the eight-digit HS code, and the declaration text required in the shipping bill.
This is the single highest-leverage control in the entire workflow โ almost every recoverable loss in RoDTEP comes back to this step.
Once the shipping bill is filed and goods are cleared, we monitor the Let Export Order timestamp, the Export General Manifest filing by the shipping line, and the ICEGATE message log.
Any rejection or mismatch is flagged within 24 hours so corrections happen inside the 30-day window the system allows.
As payments arrive from your overseas buyer, we reconcile FIRC and eBRC entries with the corresponding shipping bills. Your AD bank uploads eBRC v2 to the DGFT portal; we verify it appears against the right shipping bill number and that the realised value matches the invoice.
Partial realisations and short-shipments are handled through Inward Remittance Message reconciliation to keep the claim chain unbroken.
The ICEGATE ledger generates the e-scrip automatically once EGM and eBRC are both satisfied. We verify the credited amount against your expected entitlement using the master rate sheet.
Any shortfall is escalated through the DGFT grievance channel with full computation working papers attached, rather than waiting on a generic ticket response.
Each scrip carries a 2-year validity. We help you decide whether to apply scrips against your own import basic customs duty (best for exporters who also import inputs) or transfer them through the ICEGATE Scrip Transfer module to importers, typically at a 2-4% discount.
Either way, the closure entry is reconciled in your books and the scrip register is updated the same week.
An apparel exporter ships men's cotton shirts under HS 6205.20 worth FOB โน2 crore in a quarter. Here is what the claim layer looks like when filed correctly.
If the same exporter had filed without RODTEPY=Y on three of the twelve bills, the loss would have been โน3.55 lakh on that one quarter alone โ and the EDI would not have allowed retrospective correction.
DGFT post-audit can pull any claim above โน50 lakh up to five years after the fact. Your working papers must reconstruct the claim end to end.
Keep one folder per shipping bill, indexed by SB number and date. When DGFT calls, you have ten working days to respond โ not ten days to organise paper.
Most claim losses are administrative, not legal. These are the recurring failures we see on new client onboarding.
Share your IEC, the last twelve months of shipping bills, and AD bank details with us. Within five working days we deliver a baseline audit โ how much you should have claimed, how much was actually credited, and where the gaps sit. Where lapsed claims are recoverable through DGFT revision or amendment, we file the representations.
Once the baseline is closed, the workflow runs on a monthly cadence. Your CHA gets pre-shipment instructions for every new consignment, your ICEGATE ledger is reconciled by the tenth of every month, and your scrip register sits in a shared workspace. You see the recovery percentage on every quarterly review โ and nothing is ever assumed automatic.
We compute every legally available remission per shipping bill โ RoDTEP, RoSCTL, and Drawback together. Exporters typically recover an extra 1โ3% of FOB value when stacking is done correctly.
Your CHA receives a written instruction note covering scheme flags, eight-digit HS code, and declaration text before every consignment. The EDI never rejects a claim that started with the right shipping bill.
Daily ledger checks, e-scrip generation alerts, and EGM-eBRC mismatch resolution through the DGFT regional office. Shortfalls are escalated within a week, not after the financial year closes.
One folder per shipping bill with rate notification references, computation sheets, and the full document chain. DGFT post-audit on claims above โน50 lakh is handled without scrambling for paper.
We match scrips with importers in our network or release them through the ICEGATE Transfer module at competitive discounts. No scrip is ever written off through expiry on our watch.
Where shipping bills were filed without the RODTEPY flag in earlier periods, we file representations and amendment requests to recover lapsed entitlements within the DGFT-permitted window.
Verify your IEC, ICEGATE registration, RCMC validity, and Class-3 DSC. Map your ports of export and AD bank to set the foundation for clean claims.
Build your master rate sheet against the live Appendix 4R table with scheme stacking matrix. Refreshed every quarter when DGFT issues new notifications.
Deliver a written declaration template to your Customs House Agent covering scheme flags, HS code, and product description. This is where most recoverable losses are prevented.
Track Let Export Order timestamps, EGM filings, and ICEGATE message logs per consignment. Any rejection is flagged within 24 hours for correction inside the 30-day window.
Match FIRC and eBRC v2 entries to shipping bills as proceeds come in. Partial realisations are handled through Inward Remittance Message reconciliation.
Verify the credited e-scrip amount against expected entitlement. Shortfalls are escalated through the DGFT grievance channel with full computation papers attached.
Apply scrips against your own basic customs duty or transfer through ICEGATE within the 2-year validity. Closure entries are reconciled in your books the same week.
