Who Needs a Hydrogeological Survey

• CGWA NOC applicants: Any project proposing new or enhanced groundwater extraction in notified aquifer zones must submit a hydrogeological report as the core technical document — the CGWA portal will not process applications without it.

• NGT litigation defence: Where a project faces an NGT challenge on groundwater grounds, a pre-extraction hydrogeological study with published aquifer data is often the difference between project continuation and an interim stay order.
• Long-term water planning: Recharge-discharge balance, seasonal aquifer behaviour, and sustainable yield data underpin water security planning for projects with 20–30 year operating horizons.

How It Actually Works

The survey runs in six phases. Each phase feeds the next, so skipping or compressing any one degrades the defensibility of the final report.

Step 1: Brief, Scope & Desk Study

We begin by confirming the use-case — CGWA NOC, EIA baseline, or standalone project planning — and gathering existing data. CGWB district hydrogeological reports, topographic and geological maps, satellite imagery, and any existing borewell or piezometer records in the vicinity are reviewed. This desk study prevents field duplication and directs the geophysical survey toward the most productive zones on your site.

Step 2: Field Reconnaissance & Geophysical Survey

A senior hydrogeologist visits the site to observe surface geology, drainage patterns, land use, and visible groundwater indicators. Resistivity / Vertical Electrical Sounding (VES) surveys are conducted across the site. VES curves identify subsurface lithology, aquifer thickness, depth to the water table, and saline intrusion risk. Borewell location, depth, and casing design recommendations follow directly from the interpreted profiles.

Step 3: Aquifer Pumping Test

Once a borewell is available — existing or newly drilled — a step-drawdown test, followed by a constant-rate pumping test (typically 24–72 hours) and a recovery phase, is conducted. Data is analysed using standard methods (Theis, Cooper-Jacob) to compute transmissivity, hydraulic conductivity, storativity, and the sustainable yield: the rate at which the aquifer can be safely extracted without long-term depletion.

Step 4: Water Sampling & NABL Lab Analysis

Water samples are collected mid-test under chain-of-custody protocol and dispatched to an NABL-accredited (ISO 17025) laboratory. Analysis covers physico-chemical parameters (pH, TDS, hardness, fluoride, nitrate, arsenic, iron), a heavy metals panel, and microbiological indicators. Results determine whether the water meets BIS 10500 drinking water standards or the applicable criteria for your intended industrial use.

Step 5: Recharge Plan & Sustainable Yield Computation

Recharge-discharge balance for the site and surrounding aquifer zone is computed using pumping test parameters and local rainfall data. Artificial recharge structures — rooftop rainwater harvesting pits, percolation ponds, recharge wells — are designed proportionate to the proposed extraction volume. CGWA's 2024 revised guidelines require the recharge plan to match or exceed extraction demand; this step ensures your plan clears that threshold.

Step 6: Report Drafting, Peer Review & Submission

The comprehensive Hydrogeological Survey Report is drafted covering site description, geology, geophysics results, pumping test analysis, water quality findings, sustainable yield, recharge plan, and conclusions. A senior hydrogeologist peer-reviews and signs off before submission. The final report is formatted for CGWA portal upload, EIA baseline appendix, or project records — whichever your regulatory context requires.

A Real Example: Industrial Unit in a Semi-Critical Aquifer Zone

After the Survey: Keeping Your Approvals Valid

A hydrogeological survey is a point-in-time study. CGWA NOCs and EIA clearances attach ongoing conditions that must be met year-on-year to keep the approval in force.

• Piezometric monitoring: Most CGWA NOCs require quarterly groundwater level measurement in dedicated observation wells; levels must be logged and records maintained for inspection at short notice.

NGT and CGWA can call for monitoring records at short notice during complaint proceedings. Gaps in quarterly logs are treated as non-compliance — not as a minor administrative oversight.

Where It Goes Wrong

Most CGWA NOC rejections and EIA groundwater objections trace back to a small set of avoidable errors — all of which can be caught at the scoping stage.

• Unqualified surveyor: Reports signed by civil engineers or geologists without hydrogeology field experience are rejected by CGWA technical reviewers — verify surveyor credentials before commissioning, not after.
• VES-only report: A desk study and resistivity survey alone cannot support a sustainable yield claim; CGWA requires actual pumping test data — skipping the borewell test is the single largest rejection trigger.
• Non-NABL lab: Water quality results from labs without NABL ISO 17025 accreditation covering the required parameter scope are not accepted by CGWA, SPCB, or EIA consultants; confirm accreditation before sample dispatch.
• Weak recharge plan: A plan sized below extraction demand, or physically impossible on the available site footprint, is now an independent NOC rejection ground under CGWA's 2024 revised guidelines.
• Stale aquifer classification: CGWB district data from a decade-old report may show a different aquifer zone category than today's CGWA online DAMS portal — always confirm current classification before building your submission around it.
• Missing geo-tagged photographs: CGWA's v2 portal rejects uploads without GPS-tagged photographs of VES measurement points, the borewell location, and constructed recharge structures; this is an automated check, not a discretionary one.
• Single-purpose scoping: A report written only for CGWA NOC will typically miss the seasonal groundwater level data and monitoring framework that EIA reviewers require — generating a second field mobilisation and avoidable additional cost.

The pumping test duration matters as much as the test itself. A test run for fewer hours than the aquifer's hydraulic response time cannot yield reliable transmissivity values — CGWA reviewers examine raw drawdown curves to check this.
