ToR is valid for three years; your baseline studies must be completed within this window or you apply for an extension before it lapses.
Ambient air quality monitoring requires four full seasons of data from a minimum of four NABL-accredited monitoring stations. Groundwater and surface water quality, soil, ecology โ flora, fauna, and biodiversity โ and socio-economic surveys run concurrently. Specialist studies such as seismic hazard, traffic impact, hydrology, and CRZ delineation are added per your ToR. You cannot rush this phase: lab accreditation windows and seasonal monitoring cycles are fixed by science, not by your project schedule.
Your MoEF-accredited EIA Consultant compiles the full EIA Report against your ToR. Chapters cover project description, alternatives, baseline environment, impact prediction, mitigation measures, Environmental Management Plan (EMP), Risk Assessment, and Disaster Management Plan. The report and Form 2 are submitted on PARIVESH 2.0. The quality of this document directly determines how many clarification rounds follow at appraisal.
SPCB publishes a 30-day public notice in local newspapers and online. The hearing is held in the project-affected village or district headquarters, chaired by the District Magistrate. Local residents, gram panchayats, and civil society organisations may raise objections on record. SPCB compiles the Public Hearing Report, which becomes a mandatory annexure to your EAC or SEAC submission.
The committee reviews your EIA Report, baseline data, and Public Hearing Report together. Written clarifications and a formal presentation may both be required. After satisfactory review, the committee recommends conditions and EC is issued by MoEF&CC for Category A or SEIAA for Category B. EC validity is typically 5โ10 years depending on project type. No construction beyond EC scope is permitted without an amendment EC in place.
