The accountant mentions in passing that you need a Shops and Establishment registration, and suddenly there is a 30-day clock you did not know was running. This is the registration almost every commercial premises in India needs, and the one most founders learn about only after a labour inspector visits or a bank refuses to open a current account without it.
Shops and Establishment registration is a State-level labour licence, not a central one. The form, fee, validity period and even the name (Gumasta in Maharashtra, Trade Certificate in Karnataka) change depending on where your premises sits. The substance is the same everywhere: it confirms you employ people lawfully and follow the State's rules on working hours, weekly off, leave, and registers.
Shops Act filing has shifted decisively to a self-attestation, post-audit model across most large States. Five changes shape how registration and ongoing compliance work this year.
Shops Act is the quietest of the foundational licences but the one most often demanded by third parties. Five recurring reasons it shows up on the critical path:
The filing is mechanical once the State Act and tenure are chosen correctly. Most projects move through six stages from intake to register handover.

Application is submitted on the State labour portal โ Aaple Sarkar, e-Karmika, Shram Suvidha or the local Labour Department portal. Fee is paid online based on the tenure chosen. Aadhaar e-Sign or DSC is affixed by the authorised signatory and the acknowledgement reference is captured for ongoing tracking.
Where the State permits deemed approval under self-attestation, the certificate is issued within 24-72 hours of clean filing. Where physical inspection is ordered, the inspector visits the premises, checks signage, working-hours notice and basic facilities, and issues the certificate after the visit. Portal queries are answered same-day to avoid the file slipping back into the queue.
Form A through Form H labour registers (the specific letters vary by State) are initialised for your establishment โ employment, wages, leave, attendance, deductions, fines, advances, identity card. The renewal trigger is set against the tenure you chose, and EPFO, ESIC, Professional Tax and Labour Welfare Fund registrations are chained using the Shops Act certificate as anchor.

The Gumasta certificate, ten-year tenure, ICC notification and labour register stack are all live by the end of the first month. The renewal calendar marks 30 April 2036 as the next compliance touchpoint.
The certificate is the start of an ongoing labour relationship with the State, not a one-time event. Six items live in the maintenance calendar from Day 1.
Inspectors check Form A, Form C and Form E first. Absence of any one register is itself an offence under the State Act, separate from any underlying violation it might have concealed.
