A typical industrial project needs Environmental Clearance (EC) from MoEFCC, Consent to Establish and Consent to Operate (CFE/CFO) from the State Pollution Control Board (SPCB), and — depending on what your process generates — separate authorisations for hazardous waste, e-waste, plastics, batteries, or groundwater abstraction. Getting the sequence wrong costs months.
The real risk isn't the paperwork — it's starting construction before EC, filing CFE without a matched EC reference, or missing a renewal that triggers a show-cause notice from the SPCB. PARIVESH 2.0 has made central clearances more trackable for FY 2026-27, but State SPCB portals remain fragmented. Several procedural and regulatory changes have been embedded in the FY 2026-27 approval workflow. These affect every project currently at any stage of the licensing pipeline.
The approval path has two parallel tracks — the EC track through MoEFCC on PARIVESH 2.0, and the consent and authorisation track through State SPCBs and CPCB. The objective is running them in parallel without creating gaps or contradictions between the two document sets.
Share your project location, proposed activity, capacity, and land status. We identify every applicable clearance, flag forest proximity or protected-area buffer issues, check CGWA groundwater block classification, and map the full sequence with dependencies. Output: a one-page approval matrix and realistic end-to-end timeline. Completed in 5–7 working days.
Prepare Form 1 and the Pre-Feasibility Report (PFR) and submit on PARIVESH 2.0. The Expert Appraisal Committee (EAC) or State-level SEAC scopes the study and issues Terms of Reference (ToR) — typically 60–90 days from submission. ToR defines exactly what your baseline monitoring must cover.
NABL-accredited labs conduct monitoring for air quality, water, noise, soil, ecology, and socio-economic parameters. Four full seasons takes 12 months; EAC may permit one season with dispersion modelling for some project types. Your EIA consultant must appear on MoEFCC's accredited list — non-accredited consultants are rejected at Form 1 submission.
Baseline data goes into the Environmental Impact Assessment (EIA) Report and Environmental Management Plan (EMP). The SPCB advertises the public hearing 30 days in advance in local-language newspapers. The hearing is held at the project district; all minutes are incorporated into the final EIA submitted to EAC or SEAC.
EAC or SEAC appraises the EIA Report and public hearing minutes, may issue one or more query rounds, and recommends EC. MoEFCC or SEIAA issues the Environmental Clearance order with conditions. Those EC conditions govern your construction schedule and operational life — review them in detail before the first piece of equipment moves onto site.
From the ToR stage onwards, file CFE with the State SPCB, HW Authorisation application, EPR registration on the CPCB portal, and CGWA NOC application. This parallel track compresses total approval time by 6–12 months and ensures consent is ready to act on the day EC arrives.
Construction begins after EC plus CFE. On commissioning, apply for Consent to Operate (CFO) from the SPCB. CFO marks the start of your operational compliance cycle — periodic monitoring, half-yearly compliance reports, and annual renewal obligations that continue for the life of the facility.
